The governor of Minnesota is introducing personal health records (PHR) to all state employees by as early as 2009, reports the Star Tribune. Gov. Tim Pawlenty said his ultimate goal is to roll out personal health records to all Minnesotans by 2011.

This move is part of Pawlenty's overall health plan.
